Sir,
I have the honour to inform you
that since the receipt of a report by
Mr. Rees Williams on his return from
his recent visit to Hong Kong, I have been
giving serious consideration to certain
aspects of Government policy in Hong Kong,
to which, if the conception of Hong Kong
as the 'shopwindow' of Great Britain in
the Far East is to be satisfactorily
maintained-as His Majesty's Government
is most anxious that it should be☛ I
consider that it is essential that a
more forward and progressive attitude
shouldyspnacticable, be adopted..
